Can chihuahuas with short hair have long hair puppies??

What’s the best device to use to keep a short hair chihuahua from shedding too much?

I have a little 4 lb short-hair chihuahua and she sheds an insane amount. I have a Furminator, but her coat is so thin, I think it hurts her to use. Literally, my clothes will be covered with her hair after a good pet-lap session. Are there any good and comfortable brushes or devices to keep her undercoat in control? Thanks!

Are chihuahua puppies born with longer hair if they are “long-haired” or does it get longer later?

My chihuahua just had puppies yesterday and I am wondering if they will take after their dad (long hair) or mom (short hair). All 3 puppies have short hair but they are only 1 day old so I don't know.
